It can be really difficult to know how much or how little does a Parent interfere with their child's screen time use and communications. There are no set rules a Parent can copy but rather they are to use their own judgement and discretion depending on the child, their age and abilities. The key is to build up the skills in a child so that they can regulate and control themselves.
